The following programs have been approved by the Indiana Utility Regulatory Commission and are now available to help our electric customers reduce electric consumption in their homes and/or businesses. The combined programs have an intended goal of reducing customer usage by nearly 48 million kilowatt hours after the third year, which is enough to power approximately 4,000 homes annually. In turn, this will help delay the need for new generation equipment, which requires a significant financial investment and would impact rates/bills. See details below.
Residential Programs
Vectren's Conservation Connection Appliance Recycling Program is designed to provide for the removal and disposal of operable, inefficient secondary refrigerators, freezers and window A/C units in an environmentally safe manner. This helps customers reduce energy consumption by removing an often un-needed appliance that can add as much as $200 or more a year to the electric bill. Vectren’s Summer Cycler program is a direct load control program that cycles off air conditioners and/or electric water heaters to help Vectren meet peak energy demand during the summer cooling months of June through September. For each residential central cooling unit, the program provides a $5 bill credit for each month of participation during the four summer months for a total of $20 per year. Additionally, participants who allow control of their electric water heater receive a bill credit of $2 per month of participation during the four summer months for a total of $8 per year. Vectren’s Conservation Connection Residential Energy Efficient Lighting Program provides discounted pricing for compact fluorescent lighting (CFL) products. CFL bulbs reduce electricity costs by using approximately 75% less energy than standard bulbs and last up to 10 times longer. Vectren’s Low-Income Weatherization Program provides home weatherization for customers with incomes falling into the specified federal poverty guidelines. This initiative helps update older, inefficient homes to ultimately reduce energy bills. (Vectren has implemented this program in lieu of the launch of the state’s core program.) To encourage home builders to construct energy efficient homes, Vectren provides incentives of up to $1,000 for homes that are constructed at least 15% more energy efficient than current building codes. These homes typically feature additional insulation; better windows, doors and bath ventilation; and high efficiency appliances such as A/C units, heat pumps, and water heaters. Commercial/Business Programs
This program targets commercial customers by providing technical assistance and financial incentives for custom energy efficiency projects. The program includes two elements:
- On-site Energy Audit: customers can opt to have a technical energy audit completed on their facility to help identify relevant energy saving opportunities. Vectren will pay 1/3 of the cost of the audit, up to $2,500.
- Custom Measures: Vectren provides a financial incentive of .12/kWh with a cap of $20,000 per facility for approved energy saving projects. These projects may include areas such as heating/air upgrades, water heating, pumps, refrigeration and building energy system controls.
To qualify, customers are asked to submit applications to Vectren. Vectren will review each project, validate the estimated energy and demand savings and conduct the cost-effectiveness calculations to determine which projects move forward. Click here to learn more.

To encourage local contractors to construct energy efficient buildings, Vectren offers rebates and assistance for commercial customers that develop projects that are more efficient than current Indiana building code. Specific measure incentives are available as well as technical assistance to help identify measures that typically generate larger savings. Click here to learn more.
State of Indiana Core Programs
Additionally, the state of Indiana will be administering these core programs which may begin as early as the fall of 2011:
- Residential lighting program - automatic discounts for Energy Star qualified lighting measures. This program is being run by Vectren until the state launches later this year. Bulbs have been automatically discounted at places like Walmart, Ace Hardware, etc.
- Home energy audit program - walk-through audits and direct installation of low-cost energy saving measures
- Low income weatherization program - comprehensive energy efficiency retrofits for income-qualified households. This program is also being run by Vectren until the state launches later this year.
- Energy efficient schools program - information and energy efficiency kits for K-12 schools, school building energy audits and access to prescriptive incentives available for commercial customers; and
- Commercial and industrial program - prescriptive incentives for common technologies such as T-8 or T-5 lighting, high efficiency motors and pumps and HVAC equipment

Residential DSM Programs
- Residential HVAC - The Residential Prescriptive Program provides a financial incentive in the form of a prescriptive rebate on electronically commutated motors (ECM), central air conditioners, and heat pump systems installed in existing residences. The rebates will be a set amount of $50 per electronically commutated motor (ECM), $300 per central air conditioner (CAC) with a SEER rating of 16 or greater, and $400 per heat pump (HP) with a SEER rating of 16 or greater paid to owners of existing homes who complete a rebate application and submit documentation of the equipment purchase. Note that heat pump rebates will only be paid to customers who do not have natural gas available to the property.
- Residential Behavioral Savings - The program, as modeled, will provide letters on an every other month basis to consumers combining energy usage data along with customer demographic, housing and utility data to develop specific, targeted recommendations that educate and motivate consumers to reduce their energy consumption. The recommendations provided in the letter give the consumer a variety of ways to save energy in their home, from low to no cost to higher cost investments.
- Residential Multi-Family - The Multi-Family Direct Install Program is designed to reduce the consumption of hot water by the direct installation of low flow water fixtures in rental units. The rental segment of customers is a hard group to target due to the varying nature of which party pays for the utility bills. If the utility bill is included in rent then the tenant has no motivation to reduce their consumption, however if the tenant is paying for the utility bill then they want to reduce but not make a substantial investment because they do not own the property. The program provides the installation and the low flow product free of charge to the landlord and/ or tenant. This removes the barrier of who will make the investment to save energy
