The Ohio Department of Development (ODOD) offers several programs to help qualifying customers pay energy bills and improve the energy efficiency of their homes. These include the Home Energy Assistance Program (HEAP) and the Home Weatherization Assistance Program (HWAP).

To qualify, you must fall with 200% of federal poverty guidelines. A family of four with an annual income of around $44,000 per year or a family of two making around $29,000 per year would likely qualify for HEAP and HWAP. Click here to access the federal poverty guidelines chart for various family sizes.

In addition, qualified customers may benefit from the Percentage of Income Payment Plan (PIPP). PIPP calls for a qualified household to pay 10% of its monthly income for gas service throughout the year. To be eligible for the PIPP program, you must receive your primary or secondary heat source from Vectren, must have a total household income that is at or below 150% of the federal poverty level and must apply for all energy assistance programs for which you are eligible.

To apply for any of these programs, contact the ODOD or call 1-800-282-0880 (TDD access 1-800-686-1557). You may also contact your local Ohio Department of Jobs and Family Services for additional assistance.
